Cuttack, July 7: Justice continues to elude the family members of the Pipli gangrape and murder victim though more than four years have passed since the incident with the case still pending in court.
Besides, the government has also not made public the recommendations of the Justice PK Mohanty Commission that was constituted to probe the sensational case. The commission in its report had reportedly highlighted negligence in the treatment of victim, police inaction and political interference. However, the state government has not taken any step to present the report in the Assembly yet or to make the report public. The recommendations of the commission are still wrapped in a sealed envelope.
The gangrape occurred November 29, 2011, sources said. The incident had evoked statewide reaction after the police did not register the complaint of the victim’s family. The victim was also not provided adequate treatment initially. Later, following the intervention of Orissa High Court and the Orissa Human Rights Commission, the victim was shifted to SCB Medical College and Hospital for better treatment. However, her condition began to deteriorate and she passed away June 21, 2012.
The state government had dismissed the then Pipli inspector Amulya Champatiray and transferred then Puri superintendent of police Amitendra Nath Sinha.
Following statewide protests, the state government also ordered a judicial inquiry and formed the Justice PK Mohanty commission to investigate the incident. The panel submitted its report to the government after a four-year probe.
“The Pipli gangrape and murder is a sensational case. The state government should make the probe report public. The government should also take steps to implement the recommendations made by the probe commission,” said advocate Nishikant Mishra.
“The state government should take steps to ensure that the trial in the case is completed and the victim’s family gets justice,” said advocate Tapas Kumar Dwivedi.
“The state government has taken several measures to provide speedy justice to the victim’s family, but the case is still pending and this is unfortunate,” said advocate Tusarkanta Nayak.
