Chief Secretary Aditya Prasad Padhi in a letter to all additional chief secretaries and department secretaries has said that for effective service delivery system the state government will appoint these state level observers. The observers will visit various areas to monitor implementation of programmes at field level and will report about their effectiveness as well as hindrances coming up during their execution.
