Bhubaneswar: With an initiative aimed at providing traffic and road safety violators an opportunity to settle outstanding fines at reduced rates and encourage safer driving behaviour, the State Commerce and Transport department has announced a ‘One-Time Settlement Scheme’ for pending e-challans as of July 31, 2025.
Road safety remains a key concern in Odisha and across India, with the number of motor vehicle law violations continuing to challenge authorities despite multiple enforcement measures. E-challans, including those generated through the Intelligent Enforcement Management System (IEMS), have been issued to address violations, but a significant number of pending challans remain unresolved.
Under the new scheme, violators can clear their pending fines at a reduced amount, as per the schedule provided by the Transport department. However, challans for which prosecution reports have already been submitted to designated courts are excluded from the scheme. The one-time benefit will be available for a period of six months from the date of the official notification. “This initiative is designed to recover outstanding fines efficiently while promoting road safety by encouraging violators to adopt responsible driving habits,” the department said in an official statement. Some of the key reductions under the scheme include Driving regulation violations (General Offence) – Fine reduced from up to Rs 500 to Rs 250. Oversized vehicles – fine reduced from Rs 5,000 – 10,000 to Rs 5,000. Jumping red lights or violating stop signs – fine reduced from Rs 1,000–5,000 to Rs 1,000.

Using a mobile phone while driving, overtaking in no-overtaking zones, or driving against traffic flow fines have been reduced to Rs 1,000 each. Violating air and noise pollution norms – Fine reduced by 50 per cent.
