Bhubaneswar: The state Transport Department Thursday launched the electronic challan (e-challan) system to book people violating traffic rules and furnish them smart receipts from the new system. The e-challan system does away with the manual hand written receipts.
State Commerce and Transport Minister Nrusingha Charan Sahu inaugurated the e-challan project in the city Thursday, which will be subsequently rolled out across the state. The department claims that with the new system in place electronic machines will bring out the past rule violation history of an delinquent as well as history of errant vehicles, thereby facilitating levying fines for repeated offenders easy.
The minister informed the media that the concerned departments have already been provided with such facilities to equip the field officers with the machines. Sahu said, “We have ensured giving 192 e-challan machines to the concerned Motor Vehicle Officers besides offering the same to the transport department. Similar devices would also be given to the police officials to levy fines as per the Sections of the Motor Vehicle Rule,”
With the rolling out of the e-challan system, the Transport Department will be equipped with such devices to collect fines, fees and taxes online through the use of debit card and credit card which could boost the digital transactions. On the other hand, mobile e-challans would generate Electronic Vehicle Check Report (VCR) on the spot against the manual ones. The department believes that such an initiative would help in boosting the transparency in their related activities.
The department officials claim that the move will not only help in eliminating the need of hand written receipts, but also help in maintaining records and retrieving them on spot digitally for the convenience of both the executing agencies and the public.
State Transport Commissioner, Sanjib Panda told reporters that concerned personnel from the department had been trained to use the same for undertaking tasks under the e-challan regime. He said, “The system can help in reducing cases of accidents and mishaps, as the drivers are likely to be more cautious after the e-challan system is rolled out.”
