Bhubaneswar: With the aim to realise the vision of ‘New Odisha – Empowered Odisha’, Finance Minister Niranjan Pujari presented Monday the annual state budget for 2021-22 with an outlay of Rs 1.70 lakh crore, a rise of 13.33 per cent compared to the previous fiscal. Before presenting the budget in the Assembly, Pujari also handed over a digital copy of the Budget to Chief Minister Naveen Patnaik.
While Rs 85,000 crore has been allocated as administrative expenditure, Rs 75,000 crore is meant for programme expenditure, Rs 3,050 crore for disaster response fund and Rs 6,950 crore towards transfers from the state, Pujari said while presenting the budget in the Assembly.
Besides, he has proposed to invest about Rs 8,000 crore from off-budget resources like Odisha Mineral Bearing Areas Development Corporation (OMBADC), District Mineral Foundation (DMF), state PSUs, among others to supplement the budgetary outlay.
In comparison to last year, additional allocation of Rs 19,345 crore was provided for administrative expenditure and Rs 1,000 crore for programme expenditure while disaster response fund and transfers from the state allocation dropped by Rs 150 crore and Rs 195 crore, respectively.
The capital outlay for the year 2021-22 is Rs 25,788 crore, which is about 4.4 per cent of GSDP. Additionally, loans and advances, grants for the creation of capital assets and other expenditure for capital formation together account for Rs 8,379 crore, which is 1.43 percent of GSDP, Pujari said.
The total investment for capital asset creation would be of the order of 5.83 per cent of GSDP, which will help boost the economy, said the minister.
The outlay is proposed to be financed mainly through revenue receipts of Rs 1,25,600 crore and gross borrowing and other receipts of Rs 44,400 crore. However, the net borrowing would be Rs 18,465 crore.
Pujari also said, the total revenue receipts for the year 2021-22 include the state’s own tax revenue of Rs 37,500 crore, own non-tax revenue of Rs20,000 crore, state’s share in Central taxes—Rs 30,137 crore, and grants from Centre including GST compensation to the tune of Rs 37,963 crore.
“Economy in Odisha is now showing signs of recovery after the pandemic-induced slowdown. Time has come to revert to our growth trajectory and aspire for a transformative New Odisha once again,” Pujari said. Odisha’s economy is set to grow in the range of 10 to 11 per cent during 2021-22, informed the minister.
Presenting separate agriculture budget with total outlay of Rs17,468 crore, Pujari said, “Odisha remains by and large a rural and agrarian economy. The Agriculture and allied sector form the single largest employment sector in Odisha providing employment to nearly 50 per cent of the total workforce of the state. This sector contributes around 21 per cent to the Gross State Value Added (GSVA) as per the advance estimates of 2020-21.”
“We propose to implement a new scheme Free Treatment for Trauma Fund (FTTF) with an outlay of Rs 40 crore for providing emergency health care and trauma care facilities to the victims of road traffic accidents,” informed Pujari.
Besides, Rs 600 crorehas been allocated under the ‘Niramaya’ scheme for free medicines, Rs 229 crore under Nidan For free diagnostics and Rs 162 crore under Odisha State Treatment Fund.
To provide safe drinking water to the people, the government has proposed to invest Rs12,000 crore during the year 2021-22 from budget and off-budget sources. While Rs 2,419 crore is to be spent under BASUDHA scheme, Rs 6,300 crore under Jal Jeevan Mission and Rs 560 crore for operation and maintenance of the water supply system.
All 691 directly affected villages in 8 mineral-bearing districts will be covered under piped water supply with an estimated cost of Rs 2,150 crore under OMBADC funds and Rs 665 crore worth projects under DMF, the finance minister said.
He proposed to transfer about Rs 6,950 crore to the Panchayati Raj Institutions and Urban Local Bodies (ULBs) for the provision of basic services during next financial year.
An allocation of Rs 24,370 crore has been provided for education and skill development sector whereas Rs 3,906 crore given for women and child development, Rs 1799 crore for energy sector and Rs 969 crore for providing rice at Re1 per Kg during 2021-22.
Budgetary provision of Rs 6,424 crore made for delivery of justice, maintenance of internal security, prevention, and control of crimes, fire disaster & control management, etc.
The entire budget proceedings will be paperless from this year and Odisha is one of the first states in the country to use the NeVA platform for e-budget presentation. This initiative would reduce printing of about 1.5 crore pages of paper and save about 2000 large trees, he added.
Highlights of 2021-22 Budget
Rs 3,500 crore allocated to converting SCB Medical College and Hospital, Cuttack into an AIIMS Plus institute over 3 years.
Provision of Rs 1,800 crore allocated for the KALIA scheme, Rs 450 crore under Rashtriya Krishi Vikas Yojana (RKVY).
Rs795 crore allocated for construction of ‘In-stream Storage Structures (ISS) in all major rivers.
Rs 819 crore provided under scheme interest Subsidy/Subvention to farmers.
Allocation of Rs 542 crore provided under UBADHA scheme to modernise Puri.
Ekamra Kshetra Amenities and Monument Revival Action (EKAMRA) Plan’ will be done with an investment Rs 200 crore.
Samaleswari Temple Area Management and Local Economic Initiative (SAMALEI) has been provided with an outlay of Rs 200 crore.
Rs 90 crore provided for building new world class hockey stadium at Rourkela.
Water Resource Department provided with an allocation of Rs 8,266 crore.
Rs 2,258 crore outlay provided for incomplete AIBP projects.
Rs 454 crore allocated for state funded Water Sector Development Programme.
Outlay of Rs 710 crore provided for flood control and drainage work.
Rs 860 crore allocated for Parbati Giri Mega Lift Irrigation Scheme.
