Bhubaneswar, May 10: Orissa Housing and Urban Development minister Pushpendra Singhdeo Sunday said the state government will complete the investigation of flats, houses and plot allotments under housing schemes made before 1995 within three months.
“Show-cause notices will be sent to all the 6000 beneficiaries including those who have availed flats or plots under discretionary quota. In case of irregularities, notices will be sent to the beneficiaries for cancellation of such flats or plots,” said Singhdeo.
The state government accepted the recommendations of Taradatt led Taskforce in December 2014 and decided to frame modalities for implementing the report on land and flat allotments made under various schemes including the Discretionary Quota (DQ).
Following this decision, the law department had been asked to frame guidelines for punitive action within 90 days as per the task force recommendations. The task force has suggested cancellation of all allotments of flats and plots made under DQ since January 1, 1995 by the Bhubaneswar Development Authority (BDA), Cuttack Development Authority (CDA) and the Orissa State Housing Board (OSHB).
The task force in its report had stated that 6001 plots and houses had been allotted by the BDA, CDA and OSHB since 1995. Of these, the number of allotments under DQ was 1,791. This includes 54 multiple allotments (sanctioning of more than one flat or house to a beneficiary) under the same quota. The number of allotments made before the launch of the scheme was 78. The remaining 3,776 allotments came under the third party transfer after the cases came up. As many as 302 persons got multiple allotments under various schemes.
Meanwhile, the state government has also ordered a vigilance inquiry into the allotment of multiple plots and flats made under the DQ.
The H&UD minister said the government would complete the investigation into illegal allotments made before 1995 under housing schemes.
Apprehending irregularities made even before the official announcement of such schemes in 1995, the state government has decided to review all such schemes launched by developing agencies of the state since their inception.
Sources said, a government order to this effect has been promulgated and sent to the BDA, CDA, OSHB and General Administration Department.
The GO has asked officials to find out names of beneficiaries and verify the papers and affidavits they had submitted. During probe, the agencies would scan documents the allottees had submitted in support of their claim, an official said.
