Efforts to bring rebels back to mainstream

Kalyansinghpur, May 17: The administration has initiated a new effort to bring back persons associated with outlawed CPI (Maoists) to the national mainstream.
In order to lure such persons to give up arms and join the mainstream, it has pasted posters at several places in Kalyansinghpur block of Rayagada district and appealed to the ultras to shun the path of violence.
Such posters were found to be pasted at Jagannath temple, tehsil office building, block office, garage, Old bus-stand Square, Badadwara Sahi school, Sanakumbhar Sahi, Patabandha and some other places.
In these posters, the administration has given information regarding the authorities before which the ultras can surrender and the benefits they will get after joining the mainstream.
It has made an appeal to the members of the rebel outfit to give up arms and live a normal life. It has stated that the surrendered ultras will be given Rs 4 lakh as assistance by the government for their rehabilitation.
“ Each ultra will be provided Rs 50,000 cash, 16 decimals of land or Rs 25,000 for constructing a house, Rs 45,000 more for constructing house under Indira Awas Yojana, Rs 25,000 for marriage and Rs 35,000 more if hands over his arm to the authorities after surrender. Moreover, Rs 2 lakh will be deposited on his name in bank for three years,” the administration has stated.
It has further been mentioned in the posters that the Maoists can surrender with arms or without arms. They can surrender before local police, block development officer, sarpanch, tehsildar, superintendent of police and collector. They can also surrender at police station, block office, gram panchayat office and district police headquarters.
Some other types of posters have also been pasted by the administration in which it has sought information regarding a most wanted Maoist Bauribandu Sethi alias Bunty.
In these posters, it has given some information regarding Kashipur-Niyamgiri Maoists committee commander Bunty and appealed to the public to share information about him with the security agencies. These posters also bore his photograph. In these posters, the administration has given details of information regarding the crimes committed by him.
It has stated that Bundy is wanted by police for killing Gopalgandhi Chetty of Shikarpai village, motivating youths to join rebel outfit, attacking a contractor of Khambesi village, torching tractors and JCB machines at some places.
It has further stated that Maoists are trying to creating panic among people by killing innocent persons. Due to this, people in many villages are living in fear.
“Maoist activities are affecting the development of the villagers. People in many villages still don’t have basic amenities as Maoists are creating hindrance in implementation of developmental programmes. Even, they are asking people for not to send their children to schools. They are also issuing threats to the people if they spotted them using mobile phones.
The ultras are taking such steps as they have apprehension that they will not be able to implement their agenda if people will become educated and improve their lifestyle. Therefore, there is a need for the people to oppose such activities.” the administration has said.
