Soft copies of certificates to be stored in digital locker

Bhubaneswar: The state government has directed all departments to ensure hassle-free and timely delivery of public services and asked them to preserve soft copies of every important certificate issued to individuals in a public database under digital locker.
Chief Secretary Aditya Prasad Padhi gave the direction to Principal Secretaries and Secretaries of all departments during a meeting at the Secretariat here Tuesday.
Padhi instructed the officials to issue certificates having long period of validity like education, caste, birth, death and nativity.
“Such certificates once issued should be stored in public database under digital locker so that concerned authority or the individual can download it as and when needed. The citizen will not be required to go through the process once again to get an updated certificate,” a senior official said.
Emphasising the need for good governance for qualitative delivery of services, the Chief Secretary said, “People build up confidence in the system when they get timely and appropriate services as per their entitlement without hurdlers or without running from pillar to post.” He advised the Secretaries to undertake random checks of the actual service delivery on the field.
Development Commissioner R Balakrishnan suggested regular interface among training institutes to ensure maximum use of available infrastructure. It was decided to form a committee to plan better synergy among the institutes in terms of infrastructure and resources.
Special Secretary, General Administration, Ashok Kumar Meena presented the updates of the progress in implementation of Orissa Right to Public Services Act (ORTPSA). As of now, 44.12 lakh applications have been received in 14 departments under the Act out of which 33.65 lakh applications have been cleared. The remaining applications are in process. Padhi directed disposal of those applications within the prescribed time limit.
Meanwhile, it was revealed in the meeting that government has already prepared Service Delivery Manual for each notified service involving nodal officers from 22 major service dealing departments. The Chief Secretary directed Principal Secretaries and Secretaries to review the manual of the services of their departments and finalise those for publication.
The CMGI is developing the Common Application Portal for all online G2C services in various departments.
The departments like Home, Social Security and Empowerment of Persons with Disability, Skill Development, ST & SC Development, Works, Fisheries & Animal Resources Development, Cooperation and Higher Education have adopted it. Other departments were advised to adopt the same portal, an official said.
The Chief Secretary also reviewed fiscal performance of the departments during the 2016-17 fiscal.
It was said the State Plan expenditure during 2016-17 increased by 8.19 per cent over the previous year.
The total State Plan expenditure in 2016-17 was around `43,896 cr against the expenditure of `40, 572 cr during the FY 2015-16. The utilisation in agriculture and allied sector was 92 per cent of the total budget estimate of `11,943 cr.
The infrastructure spending crossed 90 per cent of the budget estimate of `13,938 cr. Social sector spending followed similar pattern with an expenditure of `17,559cr by end of March, 2017.
The revenue collection from own tax resources touched `22, 802cr against the total tax collection of `22,526cr in 2015-16. The collection from non-tax revenue has also touched `30,23, 28cr, officials indicated.
