Control room to clear waterlogging

Bhubaneswar: Following complaints of waterlogging at several places in the Capital during the recent torrential rains, the Bhubaneswar Municipal Corporation (BMC) has decided to open a control room to deal with menace and address solid waste management related issues.
This was revealed at a meeting of BMC Commissioner Krishan Kumar with senior officials of BMC, BDA and Smart City held here Thursday. The meeting decided to set up a dedicated 24X7 control room (Landline No-0674-2430038) to address water logging issues till the end of monsoon.
The control room will run from the office of the City Engineer, BMC under the direct control of Executive Engineer from July 14 to September 23. “Assistant engineer (Mechanical) has been instructed to provide two tractors, five pump sets and 10 workers to the control room,” said officials.
Later, BMC Additional Commissioner Manasi Nimbhal chaired another round of meeting on sanitation issues with BMC and Bhubaneswar Development Authority (BDA) officials wherein several decisions were taken to put sanitation and drainage related work on fast track.
“The temporary transit station (TTS) near Sainik School will work on 24X7 basis to ensure that there would be no garbage found unattended or uncollected during the rains. The civic body has decided to adopt a `zero tolerance policy’ towards garbage so that anyone found responsible for any lapse gets punishment,” Nimbhal said.
While `Team BMC’ will be having a close watch on issues like overall cleanliness, desiltation of drains, lifting of solid waste, the civic body officials would have a detailed check at grassroots level on a day-to-day basis. Although the entire team would be busy having a total surveillance of the city, the Sanitary Inspectors (SIs) would be primarily held responsible for any serious lapse on account of poor sanitation, non-reporting, non-lifting of garbage and decongestion of drains.
“As sanitation agencies have raised the issue of violation of norms by some users of Unit I market who are not using dustbins for effective collection and lifting of garbage, the meeting decided to take action against the `bulk garbage generators’. They will be asked to use dustbins and if they still fail to do so, they might be charged with administrative charges and fines as applicable under the OMC-Act, 2003,” said a top BMC official.
The meeting also decided to take action against encroachment of drains and natural drainage channels. According to officials, the sanitation agencies, SIs, staff of Swachh Bhubaneswar Abhijan and other officials of BMC and BDA can take cognizance of the violations and report the same to the zonal deputy commissioners (ZDCs) concerned for necessary action.
“In case of larger involvement of enforcement activities the issue will be referred to additional commissioner-cum-member, Enforcement, BDA for appropriate action,” said officials.
