Capital eyes smart solution for civic issues

Bhubaneswar: The Capital city, which is grappling with the issues like traffic congestion and parking, would soon have an integrated IT-enabled system under Smart City plan to address the nagging problems.
The city is going to have a ‘Master System Integrator’ (MSI) which would provide IT-enabled integrated services for traffic, transit, parking, emergency and disaster response services on a single platform. This was discussed at a high-level meeting held under the chairmanship of Chief Secretary Aditya Prasad Padhi at Secretariat Friday.
The system will facilitate watch-and-surveillance activity and would be integrated with a mobile Application. People will have all kinds of information on their fingertips through their cell phones.
According to chief executive officer of Bhubaneswar Smart City Limited (BSCL), Vineel Krishna, the MSI would have two components – Pan City Plan (PCP) and Intelligent City Operation and Management System Centre (ICOMC).
Under PCP, the BSCL has proposed to set up parking spaces to accommodate over 8,500 four-wheelers on roadside parking spaces and five multi-level parking lots. The company has planned to install 1200 surveillance cameras at various places to detect untoward incidents.
Similarly, at least five CCTVs would be installed at each junction and 70 signalised intersections at various traffic posts for smooth traffic management, sources said.       

The Smart City would launch an emergency No – 112 – for all utility services.  The call taker would immediately connect the citizen with the concerned service provider who will deliver the service on a real time basis.
Around 40 police vehicles, 33 PCR vans, 20 fire service trucks, 200 city buses, 200 ambulances, 150 solid waste vehicles and 20 water tankers that are operating in the city would be integrated with the system, the sources added.
The system would help detect traffic violations following which e-challans would be issued against the violators.
The meeting decided to finalise the document and put it for bidding within two months.
Development Commissioner R Balakrishnan, participating in the discussions, said the system should be customised to receive calls coming through different modes like normal phone call, e-mail, WhatsApp and other social media.

Bhubaneswar Development Authority (BDA) vice chairman Kishan Kumar maintained that the system would have revenue generating facilities so as to make it self-sustaining.

The cost of the project has been estimated at Rs 350 crore. This would include supply of materials, their installation, commissioning, operation and maintenance for seven years. Target has been set for completion of the project within 24 months of the date of award of the contract.
