Bhubaneswar, May 21: The BJD government which completed the first year of its fourth term in power has issued fresh guidelines to its ministers for proper implementation of the party manifesto in the coming four years. The guidelines received in-principle approval Thursday from the state cabinet, which adopted it as the agenda for future governance.
As per the guidelines issued by Chief Minister Naveen Patnaik at the meeting of Council of Ministers at state Secretariat in the evening, each department will outline a work plan with respect to the party manifesto — one plan for each year of the next four years. Departments must put in place a structure to monitor implementation including independent and third-party evaluations.
The Chief Minister, who chaired the meeting, also asked all ministers to strengthen their grievance redressal system to effectively sort out and solve public issues. He also asked ministers to strengthen the internal vigilance mechanism and take strict action against anyone found engaged in corrupt practices.
Stressing on the need to bring more transparency to the governance system, the Chief Minister asked ministers not to go by bureaucrats’ feedback, but rather make surprise visits to a project or programme-implemented areas and take prompt action in case of any irregularity.
Patnaik asked ministers to do away with outdated procedures and adopt modern technology in Information and Communications system to ensure speedy and transparent delivery of services to the public. “I am happy that we have adopted OSWAS and I am sure that very soon we will have 100 per cent digital files,” Patnaik said in his address of ministers. “We have been able to implement some of the key assurances made to the people in the last one year.
