Contractors asked to register with CDMS by Feb 28

Bhubaneswar: The state government has asked all contractors to register themselves with the Contractor Data Base Management System (CDMS) by February 28 with a view to strengthen its bidding process for public works.  Contractors failing to register themselves would be barred from participating in bidding processes from April 1, 2019.

Chief Secretary AP Padhi has given this instruction to the Works department officials recently while chairing a high-level meeting of the department.

Padhi directed the officials to expedite the integration of the recently rolled out CDMS portal with two other online portals, namely e-procurement portal and Work and Accounts Management Information System (WAMIS) portal.

Such integration will help to evaluate technical aspects of the tender papers online along with capacity and performance assessment of the bidders. This will also reduce the time required to finalise the tender process. NIC was asked to complete the integration process by March next, sources said.

Works secretary NK Pradhan said, “The first phase of CDMS has been rolled out. This phase provides for online registration of the contractors, uploading of their technical and financial capacities as well as their performances. This phase also provides for online issue of contractors’ licenses, renewals, change of class and category conversion.”

So far 30,000 contractors have registered with the e-procurement. Of these, 23,679 contractors have already been registered with the CDMS portal. A total number of 596 new licenses have been issued online, while 58 renewals have been approved and 94 applications for change of category have been permitted.

A total number of 6,493 CDMS unique codes have been issued to contractors. The Chief Secretary asked the department officials not to issue the licenses in offline mode.

Sources also said the State Procurement Cell (SPC) has received Best Performer Award for the year 2017-18 for its performance in online procurement through e-procurement portal.
