Bhubaneswar: In deference to a High Court order, the state government has imposed restrictions on DJ bands and other sound systems used in processions.
The Home department Thursday issued detailed guidelines in this regard and asked all the departments, police, collectors and SPs to adhere to them.
In compliance with the HC order of March 27, 2008 (miscellaneous case No 60 of 2008), the guidelines have been issued to limit the sound produced by the musical instruments used in processions during marriage and other congregations.
As per the guidelines, all band parties using amplifiers along with some boxes and various musical instruments as well as DJs would install ‘sound limiters’ connected to the amplifiers so that the sound produced by such amplifiers does not exceed 65 decibels (dB).
“The band parties after fixing sound limiter with their amplifiers shall register their names with the concerned sub-collector or the designated authority, who shall maintain a register of the names of such band parties to have already interfaced pre-set sound limiters with maximum output level of sound of 65 dB to the amplifiers and only such registered band parties will be granted licence to participate in processions,” it said.
The competent authority of the respective police station under whose jurisdiction the procession starts, would measure the sound output by means of a sound level meter.
While granting permission, the sub-collectors or designated authorities would impose the restriction on the licence while the inspector in-charge of the police station concerned would check the sound output.
If someone is producing sound over and above the prescribed limit, the musical instruments would be seized and proceedings would be initiated, the guidelines said.
The Orissa State Pollution Control Board has also been authorised to undertake random checks on such processions with the help of local police and take necessary action against the violators.
