Bhubaneswar: The state government has proposed construction of a modern international cruise terminal in Puri, with the project site identified near the mouth of the Dhaudia River at Sipsaruba in Puri district. For the project, the Paradip Port Authority and Odisha Maritime Board (OMB) signed a memorandum of understanding October 27, 2025.
Under the agreement, about 60 acres of land near the river mouth have been identified for development of the cruise terminal. The estimated cost of the project is yet to be finalised, Commerce and Transport Minister Bibhuti Bhusan Jena said. Jena was responding to a question raised in the Assembly by BJD MLA Sanjib Kumar Mallick.
He said a techno-economic feasibility report for the proposed cruise terminal is being prepared by WAPCOS Ltd. After the report is received, the government has proposed formation of a special purpose vehicle (SPV), headed by the chief executive officer of the Odisha Maritime Board, for the project’s financing and implementation. The government has set a target of making the cruise terminal fully operational by Dec. 31, 2028.
