Cuttack: The National Human Rights Commission (NHRC) has issued a show-cause notice to the Chief Secretary (CS) in connection with death of three tribals in police encounter in Kalahandi district in 2015.
Acting on a petition filed by rights activist Jayant Kumar Das, the apex rights body has directed the CS to explain as to why `5 lakh compensation should not be given to the kin of each deceased and `50,000 to the injured. The commission has set a six-week deadline for the CS to submit the report.
Earlier, Das had informed the commission that the detailed report of killing of innocent villagers was published in a section of media November 16, 2015 on the basis of which the petition was filed.
The petitioner had appealed to the commission to direct the state government to pay `5 lakh compensation to the kin of each deceased, launch an impartial probe into the incident and take action against the accused.
Notably, the ward member Jugasaipatna gram panchayat, Jay Majhi (50), along with four villagers had gone to Nisanguda forest to look for his missing goat November 15, 2015 when the SOG and DVF personnel who were carrying out combing operation in the area opened fire at them suspecting them as Maoists. While the ward members and two others— Harishankar Nayak and Sukru Majhi—died on the spot, Arjun Majhi (18) and Ichhu Majhi sustained grievous injuries. The petitioner had alleged that the security personnel killed the innocent villagers under the guise of anti-Maoist operation.
Earlier, the government had filed a report with the NHRC in this regard which was rejected.
