Chairing a high-level meeting to discuss the modernisation of the registration system, Pujari reviewed the proposed implementation of the National Generic Document Registration System (NGDRS) in Odisha in consultation with the Software Development Unit (SDU) of the National Informatics Centre (NIC), Pune.

He emphasised that the proposed system should ensure greater transparency, accountability and operational efficiency while making registration services more accessible and convenient for citizens.
The discussions focused on streamlining registration procedures, improving the quality of public services, enhancing the functioning of registration offices and ensuring greater accountability in administrative processes.
The meeting also explored the integration of various functions of Sub-Registrar Offices into a unified digital platform. The proposed framework would cover application scrutiny, identity verification, biometric authentication, digital approval of documents, preservation of records and post-registration services.
The use of digital dashboards was also discussed to enable senior officials to monitor registration progress, track pending cases and assess the performance of individual registration offices more effectively. As part of the proposed modernisation initiative, the meeting deliberated on adopting an advanced technology-driven software architecture and exploring the use of data analytics, Artificial Intelligence (AI) and Geographic Information System (GIS).
Integration with existing land records was also discussed as a potential measure to strengthen the registration ecosystem and improve the management of land-related information. Official sources said the proposed features would be introduced in phases, depending on the State’s requirements, policy decisions and technological preparedness.
The meeting further discussed the possibility of launching the system initially in selected registration offices before gradually expanding it across Odisha. A phased rollout is expected to facilitate implementation and help address operational challenges before wider adoption.
Pujari also emphasised the importance of studying successful implementations of the NGDRS in other states to identi fy best practices and ensure the effective adoption of the system in Odisha.
The proposed initiative is aimed at building a more robust, transparent and efficient land and property registration system through digital trans formation, with a focus on improved administrative accountability and citizen-centric service delivery.
