Bhubaneswar: The state government has decided to regularise junior teachers appointed in primary and upper primary schools during the 2023-24 academic year.
According to a notification issued by the School and Mass Education (S&ME) department Thursday, junior teachers appointed under the schematic rules who have completed the prescribed service requirements and continue to be in service will be regularised as Level-5(A) assistant teachers in the elementary cadre with effect from January 1, 2026, retrospectively.
However, the government has laid down clear rules regarding the period of service rendered before regularisation. The service period from the date of their initial joining un til December 31, 2025, will be treated as schematic service.
This period will not be counted towards seniority in the regular cadre or for any other regular service benefits. The department has clarified that the teachers will be entitled to regular pay and other admissible service benefits applicable to Assistant Teachers in Level-V(A) from January 1, 2026, in accordance with the applicable government rules and instructions.
Sources said the latest notification supersedes the S&ME department’s earlier notification dated April 2, 2026, following a subsequent government decision on the matter.
The notification, issued by the Commissioner-cum-Secre tary to the Government, has been ordered to be published in an extraordinary issue of the Odisha Gazette for general information.
