Cuttack: Expressing concern over death of a man due to alleged police torture in Narasinghpur police custody, the Orissa Human Rights Commission (OHRC) Wednesday served notices on home secretary, DGP, Cuttack collector, superintendent of police (rural) and Narasinghpur inspector-in-charge.
Acting on a petition filed by rights activist and advocate Ansuman Mohapatra, the commission directed the officials to explain within four weeks how such incident had occurred and what action had been taken against the officials responsible for the death of the victim.
Mohapatra had filed a petition with OHRC alleging victim Saroj Senapati alias Akul, died due to inhuman torture by the police.
The petitioner stated that Narasinghpur police assistant sub-inspector Bhagaban Sahu, havildar Manoj Patra and four home guards dragged Akul out of his house December 9 night.
Although Akul was suffering from fever at that time the ASI and other officials allegedly kicked his head and chest. The ASI allegedly pushed Akul’s head against a road.
Akul was admitted to SCB Medical College and Hospital in a critical condition where he died during December 11 night.
A case was registered against the six officials who had allegedly used third degree methods in custody before Akul died in hospital.
The petitioner further alleged the officials also flouted the guidelines of Supreme Court. The inhuman police act has left Akul’s family comprising his two sons and a daughter and wife in distress.
The petitioner appealed to the commission to direct the state government to provide `50 lakh compensation to the kin of the deceased, a high-level inquiry into the matter and stringent action against the erring officials.
