Police to develop Maoist belts in 2018

Bhubaneswar: The Orissa Police have resolved to work for the socio-economic development of the Maoist-affected areas of the state in 2018, Director General of Police (DGP) RP Sharma said Monday.
The department will follow a two-pronged approach. While countering the Maoist menace through diverse measures such as strategic deployment of forces, police will also seek to facilitate economic development in the affected belts, he said.
“We will take steps to pave way for the return of the misguided elements to the social mainstream. The move will also add momentum to the process of development in the Maoist-hit areas,” the DGP said.
The completion of Gurupriya Bridge in Maoist-affected Malkangiri district, he said, would play a major role in accelerating economic development of the backward area.
Apart from intensifying the anti-Maoist drive, the police would also step up measures for crime control, especially against women and children, Sharma said.
Describing cyber crime check as one of the key priorities of the state police, Sharma said the department will launch awareness campaigns to educate people about the safe uses of the Internet. The objective is to establish avenues through which people can freely interact with police, he added.

Fraudulent insurance claims
Director General of Police RP Sharma Monday directed all superintendents of police (SPs) to convene coordination meetings to evolve a mechanism to deal with the growing cases of fraudulent insurance claims.
Expressing his concern over the alarming rise in cases of fraudulent insurance claims, the DGP directed all the SPs to involve insurance officers, CDMO, RTO, DLO and all stake holders and take prompt and appropriate action in the matter.
Insurance fraud is an act committed with an intention to obtain illegal financial gains through a legalised and documented insurance process, in which the claimant attempts to obtain some financial benefit to which he is not otherwise entitled, the DGP said.
The most common insurance fraud cases which have been reported are fake vehicle accidents, fake injury claims and fake workman compensation claim, he added.
The police chief further said on analysis, it is found that some unscrupulous elements and parties with vested interests like advocates, doctors, transport and police officials are working hand in glove in running such rackets, making false claims and obtain illegitimate financial benefits.
He asked the SPs to ensure that there should be zero tolerance for such organised white collar crimes. The SPs were asked to sensitise all field functionaries with an advice to accord due importance to such complaints and prompt registration of cases and take legal action as per law without delay.
The DGP directed that such cases be supervised by the
local SDPO or a DSP rank officer and if there is any complain
against the local police, the case should be supervised by the SDPO of other sub-division or a DSP rank officer.
At the end of the inquiry the SP should go through all documents to ensure that investigation and supervision of the case has been conducted in a fair and transparent manner.
The DGP warned that if any police officer is found involved in the case’ legal and departmental action shall be taken against him forthwith.
