Bhubaneswar: The state government has decided to make an assessment of the benefits derived from implementation of the first phase of State Climate Change Action Plan (SCCAP) and has simultaneously announced a Rs 31,667 crore outlay for the second phase of action.
The second five year SCCAP had begun in 2016-17 and will be completed by 2021-22.
Based on the experience of the first phase action plan, the government has identified 102 points of action in 12 major sectors under the second plan.
The action points identified for the second phase SCCAP include livelihood- focused people-centric integrated watershed development programmes, capacity building of farmers, documentation of indigenous eco-friendly practices, establishment of seed banks at village levels, water harvesting and ground water discharge projects.
Taking a programme-wise review of the activities taken up so far, Padhi asked the line departments to come up with innovative projects for convergence of funds from different sources for execution of the second five-year action plan.
It was decided at the meeting to set up a regular follow up and outcome assessment unit for ensuring result oriented utilisation of the money spent for the purpose. A two-pronged approach was planned to deal with changing climate-adaptation and mitigation, the sources said.
As for the review of the first plan, Chief Secretary Aditya Prasad Padhi Wednesday directed officials to make the assessment to know the outcome of the plan executed during 2010-11 to 2015-16.
