Rs 6,500 penalty for littering city roads

Bhubaneswar: The Bhubaneswar Municipal Corporation (BMC) will launch a mega drive to collect penalty from people who pile up construction and building material (C&D) waste at public spaces and along roads. The drive will begin from next Monday.
If anyone is found pilling C&D waste on roads or public spaces, as per the rules he/she would be penalised with a fine of `5,000 as administrative charges and `1,500 as transportation charges per a single tractor-load of debris in order to ensure a cleaner city environment.
The C&D waste has become a major concern for municipal bodies across India as unregulated and indiscriminate dumping of such wastes cause water and air pollution. It also put lives of citizens to danger on public streets and unplanned dumping affects storm water drainage too.
As per the standard operating procedure to be followed by the officials of BMC, the three administrative zones will have three special squads for the monitoring of the C&D waste. The activities of the squads will be managed by the Swachh Bhubaneswar Abhiyan (SBA) cell, in BMC. The zonal deputy commissioners (ZDC) would be responsible for the implementation of SOP on C&D waste management in their respective jurisdiction. The ZDC will also coordinate the activities of SBA Cell, ward officers, solid waste management operators and sanitary inspectors.
The enforcement process of the C&D waste will include identification of the defaulter, issue of demand notice to the defaulter, issue of direction for clearance of C&D waste, payments to SWM operators, collection of charges from defaulters and recovery report to the deputy commissioner concerned. During the process, the authorised officers would maintain a register of notices issued by them.
