In a bizarre incident, government officials in Bihar have reportedly issued a residential certificate not to a citizen — but to a dog.

A source said that the incident happened via the RTPS (Right to Public Service) portal of the Masaurhi Sub-Divisional Office and has now become a subject of public ridicule and concern.

The source added, the certificate bears the digital signature of a revenue officer and misuses the identity documents of a woman from Delhi. Authorities have acknowledged the case, calling it a serious breach of protocol, and have initiated an investigation. An FIR has been registered, and disciplinary action is underway.

“Dog Babu” gets certified with no objections!

The certificate, now widely circulated on social media, shows the beneficiary as “Dog Babu.” It lists the following details:

The ease with which this absurd certificate was issued — without any verification red flags — has raised eyebrows over the functioning of the RTPS portal.

The source added that upon checking the certificate number in the RTPS system, officials found that it was originally linked to a Delhi-based woman. Her Aadhaar details, along with her husband’s documents, had been uploaded, confirming that genuine records were manipulated to create the fake certificate.

“This is a crime, not a prank”

“This is not a prank — it’s a serious offense involving forgery and unauthorized use of a digital signature,” said Prabhat Ranjan, the Circle Officer of Masaurhi. He added that digital signatures cannot be used without the secure dongle assigned to the authorized officer, indicating a breach in protocol.

The Circle Officer has ordered an immediate inquiry and assured stringent action against those involved, including personnel from both the RTPS and revenue departments.
