Woman’s fight against fraudster exposes paralysis in policing

The accused real estate owner had duped a security officer’s wife of Rs 17 lakh on the pretext of getting her a flat at Patia

Bhubaneswar: Indifferent cops failed to arrest a builder against whom two non-bailable  warrants (NBWs) were issued by the courts of SDJM and JMFC, Khurda. The accused real estate owner had duped a security officer’s wife of Rs 17 lakh on the pretext of getting her a flat at Patia here. Her ordeal has exposed slackness and apathy the policing system is mired in.

The accused, Kishore Chandra Pattanaik, is the managing director of Ananda Constructions and consultancy private limited. Jyotsna Rani Pradhan of Gandamunda in the Airfield police limits paid Rs 17 lakh to Kishore, who promised her a flat in his under construction apartment near Koel campus in Patia.

The accused promised to handover the flat within two years from date of signing of the agreement at the registry office of Bhubaneswar March 14, 2012. Earlier, he also allegedly signed a fake agreement with the victim.

After signing of the agreement, however, the accused never turned up again and even did not answer her phone calls. Later, Jyotsna lodged a complaint (FIR No. 352/2014) against him with Sahid Nagar police. The police never took any action against the accused.

He further cheated her by allegedly giving her a cheque which bounced due to insufficient balance in the bank account.

The victim then moved the court and filed three different cases, two criminal and a civil suit, against Kishore. Despite repeated summons by the courts, Kishore never appeared in the court. The courts subsequently issued NBWs against him April 24 and July 27, 2017. The police, however, have still not taken any action against the accused, who is allegedly busy in another real estate project at Naharkanta.

The victim, meanwhile, approached the commissioner of police November 6, 2017.

She wrote to the director general of police regarding the accused and non-action by police as well. She, however, still has not received any response.
