Bhubaneswar, April 5: The state government made unnecessary and excess supplementary budget provisions to the tune of Rs 6,956 crore from 2009-10 till 2013-14.
Provisions made by the government to the supplementary budget were in vain as the 40 administrative departments failed to utilise the funds properly.
According to a statement of the finance department submitted in the Assembly, the government failed to spend Rs 989.06 crore against a budgetary provision of Rs 2,284.28 crore made in the 2009-10 fiscal.
In the 2010-11 fiscal, the departments failed to utilise Rs 1,511.83 crore against a budget provision of Rs 2,900.10 crore.
Similarly, the state had made budget provision of Rs 4514.62 crore, Rs 3924.86 crore and Rs 9421.25 crore in the supplementary budgets of the 2011-12, 2012-13 and 2013-14 fiscals respectively. However, it failed to utilise Rs 2,341.96 crore, Rs 2,113.35 crore and Rs 5,814.95 crore in the three fiscals respectively.
Analysing the provision and expenditure of the departments in the year 2013-14, it revealed that at least 18 out of 40 departments failed to spend a single pie of the provision.
The departments are, law, finance, commerce, food supply and consumer welfare, school and mass education, SC/ST development, health and family welfare, labour and employees state insurance, sports and youth services, industries, transport, information and public relations, fisheries and animal resources development, cooperation, employment and technical education and training, information and technology, and micro, small and medium enterprises.
As many seven departments fully utilised the provisions made against them. These departments are: planning and coordination, public grievances and pension administration, steel and mines, excise, science and technology, parliamentary affairs and public enterprises.
