Bhubaneswar, April 7: Though the state Cabinet has decided to provide land to Kendriya Vidyalayas (KVs) on a nominal price of Re 1 per year, not a single KV out of 13 in operation in the state since 2010 got it at that cost.
“Schools had been started on temporary accommodations provided by the sponsoring agency with the promise that suitable accommodation and plot or land will be offered for the KVs. Agreement was signed by the district collector of the concerned districts on behalf of the sponsoring agency i.e state government. However, at this stage, it was found that in none of the cases land was transferred to Kendriya Vidyalaya Sangathan (KVS) free of cost,” Bhubaneswar region KVS deputy commissioner L Chari wrote to Chief Secretary GC Pati.
All the cases have the common problem of development of approach road, water supply, sewage connection, exemption for ground rent and cess, electric supply up to plot and filling of land, Chari said, adding in some cases, suitable plot of land is yet to be identified.
“At places where plots have been identified, the KV principal was being instructed by the district collector to apply for land afresh, despite the agreement with KVS, and after alienation, premium, ground rent and cess are being charged additionally in blatant violation of the terms of agreement signed by the state government, at the time of opening of the KVs,” he said in his letter to the Chief Secretary.
The authorities say the district collector has no powers to offer land as per terms of contract.
Except Kendrapara Kendriya Vidyalaya, none of the 13 KVs has a class room to start Class X operations this year. The deputy commissioner has also sought intervention of the CS to resolve the problems.
