Few withdraw bogus Kalia applications

Nayagarh: Even as the district administration warned of disciplinary action against ineligible persons applying under the KALIA (Krushak Assistance for Livelihood and Income Augmentation), hardly three per cent of applicants have withdrawn their papers, a report said.

This came out after the last date for withdrawal of applications came to an end January 10. As many as 2, 07,984 farmers applied for inclusion under the scheme while only 679 have withdrawn their application forms.

The state government will provide financial assistance of Rs 25,000 to a farmer in five phases. The first phase assistance of Rs 5000 will be credited to the bank account of the farmers between January 21 and January 25 for 2019 rabi season. Notably,
1,044,83 farmers have been registered in the district.

The state government had fixed January 10 as the last date for filing as well as withdrawal of applications. Later, it was extended to January 15 for depositing application forms while keeping the date of withdrawal intact.

Residents were seen thronging 194 panchayat offices in the district to file their applications in green forms. Many ineligible people have applied under the scheme but were found reluctant to take back their applications by reapplying in red forms.

According to data available from the office of the deputy director, agriculture, the applications received under green forms are 35,108 in Nayagarh block, 33,325 in Odagaon block, 25,086 in Khandapada block, 38,247 in Ranpur block, 22,013 in Bhapur block, 22,061 in Daspalla block, 23,915 in Nuagaon block, 8229 in Gania block.

Similarly, those who have applied in red forms for withdrawal of applications are 167 in Nayagarh block, 120 in Odagaon block, 43 in Khandapada block, 83 in Ranpur block, 67 in Bhapur block, 61 in Daspalla block, 55 in Nuagaon block, and 83 in Gania block.

Sources said the state government published a notification January 4 announcing inclusion of 65,919 small and marginal farmers in the list in the first phase.

They were 11,940 in Nayagarh block, 13,897 in Odagaon block, 9791 in Ranpur, 7870 in Khandapada, 6939 in Bhapur block, 5999 in Daspalla, 6209 in Nuagaon block and 3274 in Gania block.

The excluded farmers were asked to file their applications in the green box kept in their panchayat office and those who want to withdraw were asked to file their consent in the red box. The government servants, pensioners and tax payers whose names have been included in the list were asked to file in red forms and drop it in the red box.

The District Collector issued an order in this regard to all departments warning that any deviation on their part would be dealt sternly inviting disciplinary action. However, many of them seem not to be interested in withdrawing their application forms.
