Bhubaneswar, June 7: The state government has urged the Centre to open more skill development centres, ITIs and vocational training institutes across the state.
“ITIs should be set up in every block, vocational training facilities should be strengthened at the sub-divisional level, the private sector should set up state-of-the-art skill development centres and all district employment exchanges should be converted to model career centres under National Career Service Programme,” employment, technical education and training (ETET) minister Sanjay Das Burma.
The Centre should empanel international partners through a transparent bidding process for collaborating with states for setting up of multi-skill development centres (MSDC) through sharing of funds, said the minister at the meeting of the sub group of Chief Ministers constituted by NITI Aayog for skill development held at Raipur.
There is also a need to set up migration support centres at major placement hubs to facilitate better retention of employees and enhance career progression opportunities, he said.
Uniform procedures should be formulated for implementing skill development programmes of different implementing ministries and departments, said the minister, who attended the meeting on behalf of Chief Minister Naveen Patnaik.
“Sufficient flexibility should be given to states to modify the guidelines of central skill development schemes to suit local needs. The shortage of trainers and assessors both in numbers and quality needs to be addressed by the Union ministry of skill development and entrepreneurship on priority basis,” he said.
The state government had launched the Chief Minister’s Employment Generation Scheme with the aim of skilling 11 lakh youth, including 9.3 lakh youth in rural areas, the minister said, highlighting the initiatives taken by the state government on skill development. The state has also spent `57 crore to establish six Institutes for Training of Trainers (IToT), he said.
The state has also decided to set up eight advanced skill training institutes (ASTIs) in a hub-and-spoke model to cover 30 ITIs with an investment of `1,015 crore.
