Bhubaneswar, Oct 13: The state’s first health university will be established in the capital city and will be named The Orissa University of Health Sciences, according to a proposal of the health and family welfare department.
The university will start functioning from the 2016-17 academic session, according to a draft document prepared by the department. The examinations for the admission into courses offered by the affiliated colleges and institutions would be conducted by the university, it said.
The university will function like other state-run universities and will be headed by a vice-chancellor who shall be appointed by the chancellor or Governor on the recommendation of a search committee to be constituted by the state government.
It will be an affiliating university and have as its affiliates all the professional medical and other institutions imparting education in modern medicine, dental, ayurveda, homeopathy, siddha, unani, yoga, naturopathy, nursing, pharmacy and other paramedical and allied subjects.
All the medical related institutions that are run by the state government or by government controlled society, as well as the private self financing colleges that are operating under different universities, will come under the new university, sources said.
However, the deemed universities will not come under the fold of the health university.
The three government-run medical colleges — SCB Medical Colleges, Cuttack, MKCG Medical College, Berhampur, and VSS Institute of Medical Science and Research, Burla, will be under the control of the university, official sources said.
“The draft will be sent to departments such as law, finance and higher education for their views. After that, the final draft will be sent to the government for its approval,” a senior official of the health and family welfare department said.
The draft bill will then be introduced in the Assembly for passage as an Act, the official said.
