In a bizarre turn of events, officials in Bihar’s Rohtas district reportedly received an application for a residential certificate—filed in the name of a cat.
The applicant was identified as “Cat Kumar,” with “Catty Boss” listed as the father and “Catiya Devi” as the mother.
Upon spotting the unusual entry, Rohtas District Magistrate Udita Singh directed Revenue Officer Kaushal Patel to lodge a case against unidentified individuals at Nasriganj police station. An investigation is now underway.
This isn’t the first case of its kind. Just weeks earlier, two similar fake applications made headlines—one from Patna under the name “Dog Babu” and another from East Champaran as “Sonalika Tractor.” The incidents led to an official inquiry, and two officials responsible for processing such applications faced departmental action.

Authorities say the latest case has been registered with charges of obstructing government work, and further allegations will be added once suspects are identified and arrested.
Experts point out that with the start of the electoral roll revision in Bihar, the number of residential certificate applications has surged—likely because the document is among the 11 accepted by the Election Commission as valid proof.
