Balipatana: Biswanathpur Government Upper Primary School in Balipatana block of Khordha district, established in 1892, has entered its 134th year but continues to grapple with inadequate infrastructure, staff shortages and other basic facilities.

The century-old institution, which offers classes from Sishu Vatika (pre-primary) to Class VIII, has 72 students on its rolls. However, it has only four classrooms to accommodate nine classes, making it difficult to conduct lessons smoothly.

Despite serving generations of students, the school does not have land of its own. The lack of proper road connectivity is another major concern. During the monsoon, the approach road becomes waterlogged and muddy, making it difficult for students and teachers to reach the campus.

The absence of a proper drainage system also leads to waterlogging within the school premises during rainfall, adding to the difficulties. Although the school has five teachers, it does not have a dedicated science teacher.

The absence of an art teacher has also affected opportunities for students to develop their creative skills, despite the post being available in some other upper primary schools. The two toilets on the campus are inadequate for the student strength, while the absence of a playground deprives children of opportunities for sports and recreational activities.

The proposed transformation of the institution into a Godabarish Model School has also failed to make progress due to the lack of its own land. Meanwhile, the headmaster is frequently occupied with various government assignments and midday meal-related responsibilities, affecting the smooth administration of the school.

Expressing concern over the prolonged neglect, school management committee President Madan Bhoi said a written complaint had been submitted to the block education officer seeking the appointment of a science teacher. However, no action had been taken so far. He also urged the authorities to address the school’s infrastructure deficiencies.

Prabhat Kumar Sahu, a teacher holding charge as headmaster, said the institution needed a permanent head master to ensure its smooth functioning.

He added that a complaint had been lodged with the block office seeking the removal of waste accumulated on the school premises.

Responding to the concerns, Balipatana Block Development Officer (BDO) Subhranshu Sekhar Padhi said arrangements would be made to clear the waste in coordination with Garedipanchan Gram Panchayat. Block Education Officer (BEO) Narayan Das said he had assumed charge only a month ago and that steps would be taken to address the school’s problems in accordance with the prescribed guidelines.

Parents and local residents have urged the district administration and the Education Department to provide the school with its own land, improve road connectivity, strengthen its infrastructure and fill the vacant teaching posts.

They said timely intervention was essential to preserve the legacy of the historic institution and provide students with a better learning environment.
