Adopt quota in SC, ST promotions: Centre

New Delhi: Centre Friday asked all its departments and the state governments to implement reservation in promotion for employees belonging to Scheduled Caste (SC) and Scheduled Tribe (ST) categories. The move comes following a recent verdict by the Supreme Court in this regard.
The Personnel Ministry, in an order, said, “The cadre controlling authorities of Central government ministries, departments and Union territories are to carry out promotions in accordance with the directions of the Supreme Court.”
Every promotion order must clearly mention the stipulation that the promotion shall be subject to further orders which may be passed by the Supreme Court, it said.
According to the order, besides the Central departments concerned, state governments are also advised to take necessary action in this matter.
The personnel ministry order will be applicable to SC and ST category employees working with the Centre and the state governments, an officer said.
The apex court had June 5 allowed the Centre to go ahead with reservation in promotion for employees belonging to the SC and ST category in “accordance with law”.
The top court took into account the Centre’s submissions that entire process of promotion has come to a ‘standstill’ due to the orders passed by various high courts and the apex court had also ordered ‘status quo’ in a similar matter in 2015.
“We will say you (Centre) can go ahead with promotion in accordance with law,’ a vacation bench comprising Justices Adarsh Kumar Goel and Ashok Bhushan had told Additional Solicitor General (ASG) Maninder Singh, representing the Centre.

Police have detained Dukhishyam and an investigation is on.
In another incident, a youth, Aju Munda, shot his father Bhagirathi Munda (55) dead at Shrungipal village near Kundheigola police station in Deogarh district. In this case too, family feud is said to be the reason behind the gruesome act. The accused Aju Munda also sustained bullet injuries during the incident and has been admitted to Deogarh district headquarters hospital (DHH).
According to reports, Aju reached home in an inebriated condition Thursday night and had an altercation with his father over a family issue. During the heated argument, an infuriated Aju pulled out a country-made pistol and opened fire at his father, killing him on the spot.
During the scuffle, a bullet struck Aju’s thigh and he was rendered critical.
On being informed, police rushed to the spot and rescued Aju in a critical condition. He was admitted to the DHH. On the other hand, Bhagirath’s body was seized and sent for post-mortem. A probe has been ordered into the incident.
It is worth mentioning here that a few days ago a video of a woman assaulting her octogenarian mother-in-law had gone viral following which the police had arrested the accused woman in Bargarh.
Similarly, a man was arrested after a video of him assaulting his elderly mother went viral on social media.
Moreover, a man in the capital city was arrested for pushing his ailing mother off from the terrace of his house in a bid to kill her.
The rise in attacks on elderly parents in the recent past has become a matter for concern for the denizens in the state.
