Bhubaneswar: The Odisha Legislative Assembly’s Departmentally Related Standing Committee-III, headed by Chairman Babu Singh, is on a visit to Uttar Pradesh from September 2 to September 7, 2026, to study the functioning of the state legislature and various parliamentary practices. The delegation includes committee members and MLAs Byomakesh Ray, Sunil Kumar Mahanti, Manas Kumar Dutta and Nilamadhab Hikka, among others. Assembly officials Ishwar Chandra Nayak and Niranjan Kar, OSD and Joint Secretary (Reporting) are also accompanying the committee and providing necessary assistance during the visit. The committee visited the UP Legislative Assembly and held detailed discussions with UP Assembly Speaker Satish Mahana, Assembly Secretary Pradeep Kumar Dubey and other senior officials.
The discussions covered several aspects of legislative functioning, including the administration of the Assembly, formation and functioning of standing and other committees, their powers and responsibilities, and the use of the e-Vidhan system in the Assembly. The delegation also discussed the procedures followed for the presentation and passage of the state budget, facilities provided to elected legislators, and issues relating to the Public Works Department, Housing and Ur ban Development Department, and drainage systems. The committee visited the Assembly gallery and received information on how legislative proceedings and related information are made accessible to MLAs as well as the general public. The delegation also studied the system of live telecast and YouTube streaming of Assembly proceedings.
