New Delhi: The government has suspended an Air India employee following a security and immigration lapse that allowed three foreign nationals to board an international flight without completing mandatory departure immigration formalities, Civil Aviation Minister Ram Mohan Naidu said Tuesday.
The incident, which occurred earlier this month, involved three Italian nationals travelling from Amritsar to Munich via Delhi under India’s hub-and-spoke aviation model.
The passengers reportedly boarded the Delhi-Munich flight without undergoing the required departure immigration clearance, prompting the Civil Aviation Ministry to issue a show-cause notice to Air India.
Addressing the matter, Naidu said an investigation found that the Air India personnel responsible for escorting passengers through designated airport pathways had failed to follow prescribed procedures. The staff member was immediately suspended after being identified as being at fault.
The minister stressed that while the government remains committed to improving passenger convenience through streamlined air travel, airport security and immigration procedures cannot be compromised.
He said the incident had prompted a detailed review of operational processes involving connecting international passengers.
Following the lapse, the ministry held consultations with Air India and examined safeguards across the entire passenger journey. Authorities are now working on a multi-layered verification system to ensure such incidents do not recur. Rather than relying on a single checkpoint, the revised framework is expected to incorporate several layers of scrutiny at different stages of the travel process
The review covers key aspects of passenger handling, including boarding pass issuance, passenger routing, segregation and movement within airports, as well as the role of the DigiYatra system. Officials are also evaluating procedures followed by airline and ground-handling staff at transfer points.
The incident comes as the government expands its hub-and-spoke model, which is designed to simplify international travel for passengers from regional cities.
Under the system, travellers can complete immigration and customs formalities at their originating airport before connecting to international flights through major hubs such as Delhi.
The model is currently operational from cities including Amritsar, Varanasi and Ahmedabad, and forms part of India’s broader strategy to strengthen its position as a global aviation hub while improving connectivity from non-metro locations.
