New Delhi: The Biju Janata Dal (BJD) pitched for cooperative federalism between the Union government and the Delhi government in matters of development of the national capital territory when a bill relating to the same came up for discussion in the Lok Sabha Wednesday.
On behalf of the party, Sambalpur MP Nagendra Pradhan spoke on the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2017 which seeks to extend the deadline of plans like relocating slum dwellers, regularising street vendors, regularising unauthorised colonies among others from 2017 to 2020.
Pradhan said, “The Centre in SC pleaded that Delhi was not a state and the Constitution did not vest any executive power on it. The Solicitor General also said that the Special Capital territory belongs to the whole country and the Centre has no rights to have certain laws.”
He also added, “My proposal is that whatever amendments are there, the points are genuine. But what is the role of the Centre? How can they take the opinion of the state government so that proper things are implemented, because states are representatives of the people.”
He told the Lower House that how cooperation between states and Centre is maintained is the main concern and urged the Union government to take congnisance of the state government’s views for the development of the people of Delhi.
