Baripada, March 21: Computer Aided Literacy (CAL) programme, aimed at promoting quality education in schools, has flopped in Mayurbhanj district, a report by the 21st joint review mission on Sarva Sikhya Abhiyan conducted by a team of experts said.
The experts reviewed the implementation and progress of CAL from February 3 to 7 this year, during their visit to Orissa, and stated in their report that computers and peripheral tools have remained as they were and unused in most schools since 2013.
The project was launched in 2645 schools across the district. The report also stated that the vendor, who supplied computers to schools, has taken 95 per cent of its payments, but has not yet provided N-computing devices.
The experts have recommended action on a priority basis to resolve the problems. They also felt the need for changes in methodology of imparting education and behaviour of teachers. In case of multi-lingual education, there is need for appointing more Sikhya Shayaks in schools, the report said.
They observed that teachers should ensure that students spell, write and pronounce words correctly. The experts also recommended provision of libraries for each school where teachers and students can cultivate reading habits. The experts stated that their review has helped them understand the issues related to evaluation system, appointment of teachers having cleared OTET and teachers’ training.
The report, however, stated that the district has topped in the state as first one having no children outside the school under the ‘Mun Bi Padhibi’ programme. The experts observed that large-scale vacancies have become a hurdle in imparting quality education to students.
