Bhubaneswar, Nov 29: Demanding resignation of Advocate General (AG) Suryaprasad Mishra for expressing his opinion against a discussion on chit fund scam on the floor of the House, Opposition party members paralysed the Assembly proceeding again for the ninth day in succession, Saturday.
As soon as the members assembled for the day, Congress and Bharatiya Janata Parti (BJP) members were on their feet shouting slogans and waving banners and posters.
The Biju Janata Dal (BJD) members also rushed to the well of the House which added to the chaos inside the Assembly. As the pandemonium continued, the House was adjourned by Speaker Niranjan Pujari till 3pm.
Alleging that the AG had worked as a counsel for the Seashore Group before becoming the AG and is being grilled by the CBI in connection with the chit fund scam, the Opposition leaders pointed out that Mishra should have refrained from giving an opinion on the chit fund issue.
Leader of the Opposition in the Assembly, Narasingh Mishra had also urged the Speaker Friday to summon AG and advise him to place his opinion on the floor of the House.
The AG has violated the Bar Council’s code of conduct by offering his opinion to the Speaker on the chit fund issue, he said.
“Lawyers should abide by moral responsibilities. The way the AG gave his advice is unfortunate and condemnable,” said MLA Basant Kumar Panda (BJP).
Blaming the ruling party of not allowing any debate or discussion on the ponzi scam both the BJP and Congress submitted two separate memoranda to Governor SC Jamir at the Raj Bhawan in the afternoon.
When the House reassembled at 3pm, the Congress legislators again rushed to the Speaker’s podium holding banners and started sloganeering against the government. Finding it difficult to run the House the Speaker adjourned the house till 4.00pm and convened a meeting on the issue by inviting leaders of all parties. But the meeting seemed inconclusive as the Opposition members did not refrain themselves from creating an uproar.
The House was adjourned again till 4.30pm and then till 4.50pm.
The din continued while the supplementary grant of the Revenue department was being taken up on the floor through the Guillotine. The Speaker, ultimately adjourned the House till Monday.
BJD legislator and spokesperson Samir Dash told the media, “Everyone should accept AG’s view and respect the decision of the Speaker.”
“It is the Opposition members who are finding ways to disrupt in the House proceedings,” Dash added.
