Chief Minister Naveen Patnaik hands over appointment Letter to a newly-recruited Odisha Civil Services Officer at Soochana Bhawan, Saturday

Bhubaneswar: Chief Minister Naveen Patnaik Saturday called upon newly-recruited Odisha Civil Service (OCS) officers to work with “determination, dedication and devotion.”
Patnaik was speaking at an orientation programme for the 145 new recruits at Soochana Bhawan here.
“Work with determination, dedication and devotion (3Ds) to cement the trust which the citizens of the state have bestowed on the public delivery system (PDS),” he said.
He claimed that the state has always accorded the highest priority to PDS and said through sincere efforts during his tenure, a “stable and responsive” administrative framework has been put in place in the state.
“It is your duty to carry it (administrative framework) forward, flawlessly,” he added.
Congratulating the officers, Naveen welcomed the new recruits to the mainstream of the state administration.
The CM also expressed happiness with the General Administration Department saying it has “streamlined” the recruitment process and assured it is conducted “regularly”.
He lauded the department for inducting fresh and young skilled people at the base level of administration. “This would boost the public delivery mechanism”, he said.
In his address, Naveen stated that the state has always strived for better quality of life of the people through an effective, conducive and transparent system of governance.
“Encourage team-spirit, ensure transparency and effectively use technology to provide last mile delivery of services to the citizens which has been the talisman of our administrative system,” he added.
He advised the recruits to ensure that the citizens never lose their faith and confidence in the administration which is “quite essential and of immense importance.”
Revenue and Disaster Management minister, Maheswar Mohanty, who was also present, said, “I hope the new officers will deliver the service to the public as per the norms and programmes implemented by the state government.”
He added that the officers would be accountable to the state administration for their “omission and commission”.
The 145 new recruits included 47 women, three disabled and a sportsperson.
Out of the 145 OCS officers, 100 are of Odisha Administrative Service (OAS) cadre while 31 are from Odisha Forest Service (OFS) and 14 from Odisha Police Service (OPS).
After the officers formally join, they would be put to institutional and field training as per curriculum of their respective departments.
The institutional training will be imparted at Gopabandhu Academy of Administration for OAS, Madhusudan Das Regional Academy of Financial Management for the OFS and Biju Patnaik State Police Academy for OPS officers.
