Bhubaneswar: The state government had issued a certificate of fresh registration to SUM Hospital as recently as June, in contravention of its notification issued in May that said hospitals that do not follow safety norms will not have their licenses renewed.
The certificate was issued to the hospital in July 2016 by the Khurda district collector. The state government in its resolution dated May 6, 2016 said collectors/district magistrates shall be the registering and renewing authorities for the clinical establishments in districts under their jurisdiction. However, it clarified that in order to allow the registration and renewal of any clinical establishment, existing norms of Orissa Clinical Establishment (Control and Regulation) Act rules notified by the state government will have to be strictly followed.
In a form dated July 7, 2016, signed by the Khurda collector, chairman of SUM hospital Manoj Nayak was issued the certificate of registration/renewal to run the clinical establishment ‘subject to conditions.’
However, question are being raised as to how the registration certificate was issued at a time when the Director General of Fire Service in his letter to the Director of Medical Education and Training, Orissa in November 2015 had clearly stated fire safety certificate has been obtained by only four hospitals in Puri, Cuttack and Bhubaneswar, the list in which SUM hospital didn’t figure.
Meanwhile, the Khurda collector has issued a show-cause notice to the hospital asking it as to why its registration not be cancelled.
