Cuttack: The Orissa High Court Wednesday accepted a PIL seeking a high-level probe into an alleged scam by Bhubaneswar Municipal Corporation for garbage cleaning.
Petitioner Dilip Jha claimed that BMC had floated tenders inviting bids to take up garbage cleaning work February 26, 2013. Several participants took part in the bidding process and tenders were bagged byu Jagruti Welfare Organisation and PMR Consortium.
An MoU was signed between the BMC and the two companies, November 6, 2013. The companies which took `4 crore each month to clean garbage as per assignment for three months have bagun flouting the terms of the MoU.
The petitioner claimed that the technical eligibility stipulated in the agreement states that any government, quasi-government and companies formed by more than one persons must have a minimum of three months’ experience in a related field three years prior to the application. The eligibility also mandates there should not be any criminal cases against the companies.
Soon after the tenders were floated February 26, 2013, Pravakar Pradhan, Manoj Routray and Rakishore Nayak formed PMR Consortium in March. Petitioner also claimed Jagruti furnished false affidavits for which a case has been pending against it. He urged the court to scrap the MoU between the BMC and the companies and take stringent action against the guilty in the tender scam.
