House adopts Guv’s motion amid ruckus

Bhubaneswar: Amid ruckus and series of adjournments and walkout by the Opposition Congress and the BJP the Odisha Assembly Wednesday adopted the motion of thanks on Governor’s address to the House.
Speaker PK Amat was forced to adjourn the House twice in the pre-lunch and four times in the post-lunch session as the members of both Congress and BJP trooped into the well and resorted to sloganeering, disrupting the proceedings right from the Question Hour.
During the pre-lunch session the Speaker adjourned the House at 10:40am for an hour till 11:40am and again at 11:43am till 3pm as the Opposition members continued their agitation terming the ruling BJD government as anti-farmer.
In the post-lunch session the House was adjourned at 3:03pm till 5:03pm in three phases as the Opposition members rushed to the well and continued their slogans and disrupted business of the House.
Amid the slogan shouting as many as 11 papers were laid in the House from 5:03pm to 5:10pm and the motion of thanks was adopted after the Opposition members walked out in protest.
The motion of thanks was adopted after Chief Minister Naveen Patnaik replied to Governor’s address amidst walkout by the Opposition Congress and BJP members in protest.
Earlier, in the day the House only passed the obituary reference to condole the death of BJD Lok Sabha member and ex-MLA Ladu Kishore Swain and former member Priyanath Deb.
The Congress members demanded crop loan waiver, hike in social security pension from Rs 500 to 1,000 and allowances for the unemployed youth.
On the other hand the BJP members protested against involvement of ruling BJD members in the chit fund scam, distress sale of paddy and the Remuna land scam. The problem cropped up just after the House passed the obituary reference.
Soon the House passed the obituary reference Speaker P K Amat asked Food Supply and Consumer Welfare Minister Surya Narayan Patro to reply to a question of Sambalpur MLA Rasheswari Panigrahi (BJD).
As the Minister stood up, the opposition members rushed to the well and shouted slogans. The house plunged into a chaotic situation forcing the Speaker to adjourn it at 1040 hrs till 1140 hours.
Subsequently, the house witnessed noisy scenes and a series of adjournments by the speaker both during the pre lunch and post lunch session .
Only two members from the treasury bench participated in the debate on motion of thanks to the Governor address to the house.
