Bhubaneswar, Jan 29: An irked government has issued strict guidelines to teaching and non-teaching staff of colleges in the state regarding their visits to the directorate and department of higher education here.
The move comes after the employees started making repeated trips to the state capital to “air their grievances” or on the pretext of official work on any day of their liking, neglecting their duties in the process.
Despite Monday being fixed for employees wanting to air their grievances, it was found that they were violating norms by visiting the directorate on any day of the week by shirking work. Taking strict note, the government has now clarified that no visits will be entertained the higher education directorate or department on any day except Monday.
The employees will have to avail leave from their respective institutions and meet the director of higher education only in the grievance cell on Mondays while in case of an urgency, they can meet branch officers at the directorate from 3 pm to 5 pm on working days.
Moreover, employees cannot be deputed to the directorate for submission of ordinary letters from principals unless it is urgent. Employees will also have to remain present at the grievance cell and should not be found loitering in the directorate/department which would make the employee liable to face administrative action.
Further, to seek approval for the regularisation or creation of any post in the respective institutions, only the principal or head-clerk of the institution can visit the directorate with relevant documents. Staff members have been strictly prohibited from meeting officials of the department in this regard.
