Loan burden reaches Rs 38,293.94 crore

Bhubaneswar, Dec 1: The state government had a loan burden of Rs 38,293.94crore by the end of October last, Finance Minister PK Amat told the State Assembly Monday.

In a written reply to Anshuman Mohanty (Cong), the Minister said the state had a loan burden of Rs 39,136.91 crore during 2010-11, Rs 3858.37 crore in 2011-12, Rs 37,980.14 crore in 2012-13 and Rs 38,666.24 crore in 2013-14.

The Minister said during the current year the state had availed the highest amount of Rs 1376.48 crore from the General Provident Fund followed by Rs 359.95 crore from NABARD, Rs 280.40 crore from Union government and Rs 215.07 crore from National Small Savings Fund (NSSF).

Amat said the government has paid back Rs 1347.24 crore to GPPF, Rs 195.05 crore to NABARD, Rs 208.38 crore to NSSF, and Rs 367.74 crore to Union government during the current year.

Resources generation not up to mark: Amat

Finance Minister P K Amat said raising of resources during the current financial year was not up to the expectation.

In a written reply to a question of Sanjeev Sahu (BJD), the Minister said the recession in the national economy, closure of iron ore mines, fall in the collection of stamp duty and registration fee, reduction of forest development tax and fall in prices of petrol and diesel were some of the main reasons for failure of the government to raise its resources.

Amat said the government had increased the support price of every bundle of 20 leaves from 40 to 60 paise and 40 leaves bundle from 80 to 120 paise for the benefit of Kendu leave pluckers.

In addition to it, the government has also decided to provide dividend to the kendu leave pluckers.

The government was taking steps to augment the state’s resources by stressing on the growth of mining revenue and non tax revenue.

The government, he said, had increased the sale tax on IMFL from 20 to 25 per cent and on petrol and diesel from 18 to 20 per cent.

The Minister said the government was initiating steps for the early disposal of court cases to bring the arrear revenue.

Efforts were on to collect the revenue pending on state and Central Public Sectors Undertakings through mutual discussion and out of court settlement.
