Kendrapara: The National Human Rights Commission (NHRC) has recently issued a notice to the secretary of the health and family welfare department to submit a report within four weeks over an illegal kidney transplant in Bargarh district.
The NHRC’s direction comes on the heels of human rights activist Akhand filing a petition on behalf of Civil Society Forum on Human Rights (CSFHR) before the NHRC in the matter.
Akhand brought to the notice of the NHRC through his petition that the victim Anil Swamy lodged an FIR at Bargarh police station January 2, 2016. According to the FIR, his neighbours Raghabram Dora, Dasarathi Dora, Kanhu Charan Dora and their family members used deceitful tactics to get one of his kidneys removed from his body without his consent and allegedly got it transplanted in Raghabram’s body at Bhubaneswar’s Apollo Hospital.
Raghabram needed a kidney transplant and the three brothers planned to get it from Anil, who at the time was suffering from stomach ailments, the complaint said. They forged documents to prove Anil was one of their brothers as a kidney donation can only be accepted from a relative. As per the documents, Anil was named Jayaram Dora and presented as the younger brother of Raghabram, alleged Akhand in his petition.
The petitioner alleged that the brothers prepared fake ID cards, bank passbook and other documents based on which Anil’s operation was conducted at Apollo Hospital. This had transpired in 2013. But after operation, the victim realized that one of his kidneys was missing.
Akhand alleged that the officials of Directorate of Medical Education and Training (DMET) and the private hospital are allegedly involved in the matter. The DMET is the authority to give a No-Objection Certificate (NOC) for the kidney transplant. Akhand asked in his petition how the DMET could give permission for transplant of the kidney without proper verification of documents.
Akhand urged the NHRC to intervene into the matter. Accordingly, the National Human Rights Commission has asked the authorities to submit a report within four weeks. PNN
