Odisha State Cabinet approves four proposals; read on for details

Bhubaneswar: The State Cabinet held under the chairmanship of Chief Minister Naveen Patnaik approved four proposals Tuesday.

The Cabinet passed the Odisha GST amendment Bill, amendment of the Odisha Local Fund Audit Act and tender for the construction of a bridge over River Subarnarekha at a cost of Rs 138.74 crore.

The Government of India vide Finance Act, 2020 (12 of 2020) dated 27.03.2020 and Taxation ordinance dated 31.03.2020 have amended certain sections of the CGST Act, 2017 on the recommendation of GST council. Odisha Ordinance 5 and 6 of 2020 were accordingly promulgated for amendment of three sections of OGST Act, 2017.

In the proposed Odisha Goods and Services Tax (Amendment ) Bill 2020, 12 sections and paragraph 4 of schedule II of the OGST Act, 2017 shall be amended and Odisha Goods and Services tax (Amendment) Ordinance, 2020 (Odisha Ordinance 5 of  2020) and Odisha Goods and Services Tax (Second Amendment) Ordinance, 2020 (Odisha Ordinance 6 of 2020) shall be replaced.

The proposed amendment will provide certain facilities both to the tax payers and tax authorities.

The necessity of the amendment of the Odisha Local Fund Audit Act arises as under the provisions of the Odisha Local Fund Audit Act, 1948, the surcharge notices and orders were to serve the delinquent officer (s) physically.

But it was not always possible to readily track the present addresses of the officials concerned as they get transferred quite often. So the surcharge proceedings could not be finalized expeditiously.

Hence, to do away with difficulties, the Odisha Local Fund Audit Act, 1948 was amended to include electronic mode of service of surcharge notices or orders by making the notices and orders available in the HRMS portal of the state government in addition to the existing manual mode.

Similarly, the Cabinet has approved the tender for the construction of a bridge over River Subarnarekha. The Cabinet has approved the lowest tender of L&T UJV DFSB-05 amounting to Rs 138,74,48,210. The work is targeted to be completed within a period of 30 calendar months.

The HL bridge over Subarnarekha at 36th KM on Haladipada (NH-16) to West Bengal border via Baliapal-Pantei and Chandaneswar in Balasore district will be constructed under Central Road Fund Scheme through EPC contract.

The proposed bridge is 993.12 metres long and 62.07 metres wide. It will connect Jamkunda under Baliapal block to Adangapantei under Bhograi block. The bridge will reduce the distance between the two blocks and at the same time improve better communication facilities.

The fourth proposal that the Cabinet cleared is the approval to commence the fourth session of the 16th Assembly.
