Bhubaneswar: Digitisation of land records, which helps in carrying out online mutation entries in land records, will be introduced in all the districts in six months.
This decision was taken at a high-level meeting held under the chairmanship of Chief Secretary Aditya Prasad Padhi here Saturday.
The e-mutation programme was successfully implemented in seven tehsils including Boudh, Jatni, Khurda, Nayagarh, Chhatrapaur, Phulbani, Nayagarh and Jharsuguda on a pilot basis. Now, it would be extended to 317 tehsils of the state, official sources said.
The process of e-mutation involves communication between the sub-registrars’ office (SRO) and the tehsil through a specially developed string of characters that can be sent to the server only from an authorised mobile number. The server generates a unique code, which has to be registered in the records of rights. The entry may be of mutation regarding mortgage of the land or addition of more names and ownership change, the sources said.
Meanwhile, Record of Rights (RoR) of all 51,675 revenue villages have been computerised and put online in Bhulekh website of Revenue department while maps of the villages would be uploaded in the website by next six months.
It was decided in the meeting that all revenue offices will be connected through the MPLS VPN (Multi-Protocol Label Switching, Virtual Private Network) connectivity, which will help in minimising disputes related to land titles. Computers at tehsil level will be linked with the state data centre, official said, adding, the system would also be completed in next five to six months.
The National Informatics Centre (NIC) has been asked to prepare software to be installed in offices of all revenue inspectors to maintain transparency in maintaining land records within three months.
