Premature end to winter session as sine die called

Bhubaneswar, Dec 16: The winter session of the Assembly Wednesday came to an abrupt end eight days ahead of schedule with Speaker Niranjan Pujari adjourning the House sine die citing no business left to conduct.
The session that began December 1 witnessed pandemonium for several days including the last day over several issues such as drought, farmer suicides, lack of Central assistance, Polavaram and other incidents such as BJD member Pramila Mallik’s remark on farmer suicides, alleged detention of RD College students and BJD MLA Priyadarshi Mishra’s subsequent remarks on the issue. The recent suspension of Congress MLA Naba Das for allegedly watching obscene videos inside the Assembly was also a point of contention between the Opposition and the government.
On the last day, the House conducted all business transactions in the absence of the Opposition, which had demanded the Speaker to reconsider his decision regarding the suspension of Naba Das.
The House, that functioned barely for 13 days, passed some important bills such as Appropriation (No 2) Bill, 2015 authorising the state government to spend Rs 11,448.64 crore as supplementary budget for 2015-16, the Orissa Zilla Parishad (Amendment) bill – 2015 and the Orissa Municipal Laws (second amendment) bill – 2015, Orissa District Planning Committees (amendment) bill – 2015 and the Birla Global University, Orissa bill – 2015.
Both Treasury members and Opposition members accused each other of creating a ruckus in the Assembly thus hijacking several discussions on important issues.
