Bhubaneswar: The Comptroller and Auditor General of India (CAG) found gross irregularities in implementation of the Integrated Child Development Services (ICDS) scheme in the state.
In the audit report on general and social sector for the year-ended March 2016, the CAG pulled up the state government for failing to utilise the sanctioned amount, providing adequate nutrition and pre-school education to the kids and lack of proper supervision.
Out of 38.39 lakh children considered eligible during 2011-16, near;y 3.58 lakh (nine per cent) in the state were not provided supplementary nutrition (SN). Supply of food stuff under the scheme was not managed properly, due to which instances of short/non-supply of eggs and sesame laddus were observed.
“Quality control mechanism for taking home ration was not effective as sample tests indicated supply of adulterated/sub-standard/ unsafe chhatua to the beneficiaries,” Accountant General of Orissa R Ambalavanan told reporters here.
He said stock management of wheat and rice under supplementary nutrition programme was deficient.
In 20 sampled anganwadi centres (AWCs), beneficiaries were given six eggs per month, instead of eight required as per guidelines, on the ground of escalated price of eggs. As a result, the protein-energy content in daily food supplement provided to students fell short by 6.91K cal and 0.53 gram protein over the prescribed norm, the report pointed out. PNN
