Bhubaneswar: The state government has been contemplating to evolve an action plan within a month to create an improved Public Service Delivery mechanism. This was revealed by officials on the second day of the ongoing collectors’ conference at Secretariat here Monday. The workshop on citizen-centric service delivery focused predominantly on five priority services. The collectors of 30 districts were grouped into five teams and each group was assigned with one service as subject. The action plans will be arrived at through discussion on aspects of service delivery on the field such as municipal services, skill development, youth services, construction workers’ welfare, public service delivery under ORTPS, health services and government hospitals. The groups also suggested ways and means to bridge the gaps and make the service delivery hassle-free for the citizens. The groups presented their suggestions to the government in the presence of Chief Minister Naveen Patnaik, senior ministers,
Chief Secretary, development commissioner, additional chief secretary, Principal Secretary and secretaries of various departments. The collectors suggested universal registration for all construction workers across the blocks and districts so that they can access services from all over the state. This will help decentralise sanction of benefits to construction workers at the district level. The registrations will be done on the basis of workers’ self certification and
a backwardness survey from students to the parents after a month-long statewide intensive campaign for awareness and registration of such workers. A group of collectors deliberated on health and hospital services and suggested engagement of multipurpose lab technicians for pathological tests by involving private players for operating high cost diagnostic machines, online portals for mon
itoring clinics, adoption of mechanized cleaning in hospitals, providing revolving fund to GPs for sanction under Harischandra yojana, use of technology for warning and real time response system in hospitals among other things. The health group suggested statewide campaign on effectiveness of Niramaya medicines, live messages from people who have tested the effectiveness of such medicines and for creating community resilience through volunteer groups in epidemic-prone areas. Meanwhile, the officials revealed that the state government has received 160 suggestions from public in 10 different fields to improve public service delivery. The suggestions will be received up to June 30. Chief Secretary Aditya Prasad Padhi said the suggestions from the groups and citizens would be consolidated to evolve actionable agenda after which the state government will consider them and issue general guideline for making the delivery of services more efficient and citizen-centric.
