State panel approves Rs 18k crore worth projects

Bhubaneswar, August 14: The state level single window clearance authority (SLSWCA) headed by Chief Secretary GC Pati Thursday approved seven investment projects including three extension project proposals worth around Rs 18,000 crore.  

The SLSWCA Thursday considered seven proposals out of which three have been recommended to high level clearance authority (HLCA) headed by Chief Minister Naveen Patnaik for further scrutiny, General Manager of Industrial Promotion & Investment Corporation of Orissa Limited (IPICOL), Kalyan Mohanty said.

The project proposals include investment commitment of Rs 238 crore by Pro Minerals, which has evinced interest to set up a 1 million tonne per annum pellet plant at Basantpur in Keonjhar district. The project has an employment generation capacity for around 200 people, Mohanty said.

Similarly, Ramco Cement is planning to set up a 0.9 mtpa cement grinding factory within the premises of Indian Metals and Ferro Alloys Limited (IMFA) facility at Choudwar. The promoter will bring in Rs 406 crore for this proejct.

 Another project, which received approval of the single window authority clearance authority, is the proposed captive power plant of Saraf Agencies. The company plans to set up a 15 megawatt (MW) captive power plant at Chhatrapur in Ganjam district for its proposed titanium plant, with an invest of Rs 99.35 crore.

Another project of Indian Oil Corporation Limited (IOCL) has been cleared by the state government in which the oil major will set up an oil depot at Berhampur with an investment of Rs 280 crore.  Authorities also approved expansion plans of Bhushan Power and Steel Limited (BPSL) and Aditya Birla Group owned Utkal Alumina Limited (UAL) and recommended it to the HLCA as per existing norms, Mohanty said.

According to sources, the BPSL plans to expand capacity of its plant at Thelkoli in Sambalpur to 5.5 million tonne per annum (mtpa) from the existing 2.8 mtpa. The expansion plan is estimated to cost Rs 4,837 crore with employment generation for around 1000 people.The panel also cleared another proposal of UAL which is planning to ramp up capacity of its alumina refinery unit at Daruguda in Rayagada district to 1.5 mtpa from the existing 1 mtpa with an estimated investment of Rs 7,563 crore.

It also gave its approval to another expansion proposal of Ardent Steel. The company plans to expand capacity of its iron ore pellet plant from 0.60 mtpa to 1.80 mtpa at Phulijhar in Keonjhar district with an investment of Rs 4,031 crore. The expansion proposal will generate employment for over 1,400 people.

In another bid to attract more investments, it was decided in the meeting that state level facilitation cell (SLFC) and district level facilitation cell (DLFC) will be opened to address the grievances of industrial units and to expedite grounding of  newly approved projects, sources said.
