Bhubaneswar, Jan 31: A committee constituted by the state government to study the functioning of Vidhan Parishad (legislative council) in other states left for Karnataka Saturday on a three-day visit to get first-hand information regarding the Vidhan Parishad in that state.
The five-member committee had three members from the ruling BJD and one each from BJP and Congress. However, only the BJD members were sent on the visit, as the opposition declined to be part of the committee alleging the ruling party had taken the decision without their consent.
The committee, comprising MLAs Nrusingha Sahu (panel head), Pramila Mallick and Manohar Randhari left for Karnataka, from where they will visit Maharashtra. Once back in the state, the committee based on its observations will prepare a detailed report on the structure, infrastructure and functioning of the councils of the two states and submit it to the government, sources said.
The government had initiated the process of formation of the council considering demands made by various organisations. The proposed legislative council would have 49 members. Andhra Pradesh, Bihar, Jammu and Kashmir, Karnataka, Maharashtra, Telangana and Uttar Pradesh have already formed the
councils.
